Introduction

In 2020, Watford Borough Council collaborated with Digital Urban—a digital modelling and virtual reality company—to construct a Digital Twin of Watford. This 3-D model serves as a versatile tool for various applications and, in 2023-2024, it has been employed to engage the community regarding the Green Loop cycling initiative. The Green Loop, a proposed 6.7 km cycling/walking path, aims to enhance sustainable transport options in Watford, improving connectivity for cyclists and pedestrians.

Challenges

Prior engagement efforts often failed to capture the diverse range of voices in Watford, especially among younger populations. Traditional consultation methods were inadequate as they rarely reflected the community’s varying interests and priorities, including the rising concerns about private vehicle use overshadowing the cycling community. This project demonstrates how innovative digital solutions can bridge these gaps, inviting more inclusive dialogue around transport developments.

Solutions

The use of the Digital Twin brought clarity to proposed transport measures, facilitating feedback from a wider audience, particularly those involved in walking and cycling. The VR experience clarified how the Green Loop enhancements would aid accessibility and safety for all, notably benefiting those with impaired mobility.
Key components of the project’s digital output are:

– An immersive VR experience allowing users to virtually navigate the cycle route and visualize proposed improvements.

– A 2-D video representation available on personal devices.

– A gamepad-enabled virtual ride through the Green Loop.

– Engaging experiences shared at public events, schools, and local cycling clubs.

Results

Engagement events revealed that digital technologies could foster intergenerational and intercultural connections. Young people were eager to experience the VR, while families jointly explored the features and provided valuable feedback. Participants expressed excitement, particularly kids and parents, enhancing the overall fun and engagement related to cycling. This not only promoted cycling as a viable transport alternative but also highlighted the health benefits associated with physical activity.

Through a positive interactive approach, participants experienced the vibrancy of Watford while enjoying the proposed cycling routes that feature public art and green spaces. This engaging format not only fostered community involvement but also encouraged residents to embrace cycling as both convenient and enjoyable.
