Introduction

The Mill Race Area in Lancaster is a historically significant area, and has been through a period of regeneration thanks to the High Streets Heritage Action Zone funding (HSHAZ), apart from building grants it also enabled a new conservation management plan.

There was little engagement with the conservation management plan consultation, but a good level of engagement with the heritage trail and works completed for that side of the funding. This project aimed to try and bridge the gap between conservation planning, visualisation, and engagement.

Challenges

Part of the challenge was that officers did not have confidence using 3D. Before the project began three-quarters of the GIS officers at Lancaster felt either strongly not confident or somewhat not confident using the existing 3D model.

Solutions

We had a knowledge transfer session with Lancaster City Council in Spring 2024, we looked at ArcGIS CityEngine and how it could assist us manage and edit our existing 3D model. We also discussed using 3D symbology as well as a brief look at VR and how we can us existing datasets and bring them altogether in 3D quickly and easily.

Results

Lancaster staff had a better understanding of the 3D technologies available to them and an understanding of the workflows required to create, edit and publish their data. A few months after the training session, the same questionnaire was sent to the GIS officers. There was a drop in the number which said that they never used the 3D model and everybody felt somewhat confident using the 3D model showing a general increase in confidence.

Lancaster City Council has worked with GD3D previously to deliver Lancaster's original 3D model. I thoroughly recommend using Elliot for any training needs to do with ArcGIS CityEngine and 3D GIS. He has a knack for explaining difficult concepts and always goes above and beyond, the after care is excellent.
